Labor will Build 25,000 Homes for First Home Buyers

21 October 2026

Every Victorian deserves a chance to own a home of their own.

But that dream is getting harder.

That's why a re-elected Carroll Labor Government will build 25,600 new homes and reserve them for first home buyers.

Only Labor will unlock more homes for first home buyers everywhere.

Because Labor builds – and Liberals block.

New homes for first home buyers

Labor will partner with the Commonwealth to deliver 25,600 new homes for first home buyers in more than 20 locations across Victoria, including in:

· Melbourne
· Geelong
· Ballarat
· Bendigo
· Latrobe
· Bayside
· Brimbank
· Darebin
· Hume
· Maribyrnong
· Melton
· Merri-bek
· Port Philip
· Stonnington
· Wyndham

And we'll invest in the infrastructure needed for more regional homes.

How it works

The homes will be reserved for first home buyers for a period after completion.

They'll include houses, townhouses and apartments to suit different needs.

They'll be sold at market prices, not subsidised by taxpayers.

Buyers will be able to register their interest through dedicated sales campaigns.

The first homes are expected in 2027.

It’s part of a pipeline of more than 66,700 new homes across Victoria.

Labor builds, Liberals block

It’s all at risk under a Liberal-One Nation Coalition Government.

Labor’s plan for 25,000 new homes will be one of the first things to go.

The Liberals have opposed Labor’s plans to build more homes, every step of the way.

They’ve fought it in Parliament – they’ve even fought it on the streets of Brighton.

The Liberals and One Nation have vowed to scrap Labor’s laws allowing more homes near train stations.

They only want to build more high-rise flats in the inner city – and force the outer-suburbs to host more homes without the infrastructure funding to match.

Labor invests, Liberals cut

Labor’s plan for 25,000 new homes for first home buyers is a $499 million investment in our future.

This investment will also deliver the infrastructure needed to support new homes.

These homes won’t get built under a Liberal-One Nation Coalition.

Liberals say they will cut $40 billion from the budget.

You can’t build a thing if you’re cutting that hard.
